As in all subsequent discussions, I discuss the P and E event buffers and the PLO, PHI, ELO, and EHI rate scalers together, letting P1A and P3 sort among the two buffers and four rates. Note that there are no ambiguities in the above table of buffers, so any events that come out in a given buffer are counted in the corresponding rate scaler, and there are no events that can be counted by a rate scaler but that don't "qualify" for output in the corresponding buffer, so that the subset of PHA events that come out in a buffer is a representative sample of everything that caused the rate scaler to increment.
